National Teams vs Trade Teams at the Tour?

From 1930 to the late 1960s the Tour de France was raced by national teams. 

David Lappartient, president of the FFC, is proposing to the Tour de France organizers to go back to national teams.  His hope that it would help in the fight against doping.   He thinks that the outcome of the races would be less predictable.  He’s also interested in running for president of the UCI next year and would like to be president of the European Cycling Confederation. He says he’s not for or against Pat McQuaid, he just wants to eradicate doping in cycling.  He’s  presented his ideas to ASO and is waiting to hear.
